Our mission is to inform and educate overseas Filipinos regarding Overseas Absentee Voting, to enable them to exercise their right of suffrage in accordance with Republic Act 9189 or the Overseas Absentee Voting Law of 2003 and Department Order No. 06-03, to undertake continuous voter education and registration towards the conduct of honest, orderly and peaceful elections overseas.
The Overseas Absentee Voting Secretariat (OAVS) is the primary instrumentality of the Department of Foreign Affairs to direct, coordinate and oversee the implementation of the Republic Act 9189.
OAVS shall coordinate with the Commission on Elections (COMELEC) on the implementation of this Act.
OAVS is uniquely situated to provide the mandated assistance under the Republic Act through our Foreign Service Establishments.
We envisioned an empowered overseas Filipino, who actively participates in all national electoral processes, thereby strengthening his over-all role in the Philippine common weal.
The Overseas Absentee Voting Secretariat (OAVS) was established through Department of Foreign Affairs Order No. 06-03, signed by Secretary Blas F. Ople on 03 March 2003.
The DFA-OAV Secretariat is tasked to "direct, coordinate and oversee" the participation of the Department of Foreign Affairs in the implementation of the Overseas Absentee Voting Act.
It is responsible for coordinating with the Commission on Elections, the primary agency responsible for the implementation of the Overseas Absentee Voting Law, in undertaking or supporting election activities or operations where DFA assistance or intervention is necessary. It will also be coordinating with other Philippine government agencies, when necessary, to ensure a coherent and integrated approach in the implementation of the Overseas Absentee Voting Law.
